LIGHTING STANDARDS FOR LOUDOUN COUNTY
5‑1504 Light and Glare
Standards.
(A) Purpose and Intent. The
following paragraphs set standards for outdoor lighting installations which
conserve energy and protect the environment without decreasing safety, utility,
security and productivity, while enhancing nighttime enjoyment of property
within the jurisdiction.
(1) The
sale, leasing, installation or operation of un-shielded mercury vapor or
similar high‑intensity lighting fixtures is prohibited. Any such fixtures
currently in operation shall be deactivated no later than ninety (90) days
following the effective date of this ordinance.
(2) Sale,
leasing, installation and operation of low‑pressure sodium, fully
shielded (meaning no light rays are emitted by the installed fixture at angles
above the horizontal plane) fixtures is permitted.
(3) Glare
or stray light from outdoor lighting fixtures shall not be visible beyond
property lines, from roadways, or in the atmosphere above such lighting
installations.
(4) The
use of photocells to activate lights at dusk and deactivate such lights at dawn
is discouraged. Use of magnetic vehicle sensors or other motion sensors is
strongly encouraged.
(5) Lighting
fixtures shall not be mounted on or near reflective building surfaces or any
other reflective support structures.
(6) Property owners or managers receiving written complaint
concerning outdoor lighting shall take corrective action within 30‑days
of such complaint.
(7) Effective Date of this Ordinance is: __, __, 199_.
